Our History
Our mission is to provide and promote hope, healing, and justice for children who have experienced abuse through coordinated services, advocacy, and community education.
The Children's Advocacy Center of Central Texas (CACCT) began in 1997 when George Moffat, a former Bell County Sheriff's Office investigator recognized the need for a child-friendly interview facility where interviews of young victims could be conducted. In 1998, Jack Mazzucca, former Bell County Investigator, and several other board members formed the non-profit, CACCT, and hired Michelle Carter as the first executive director.
The CACCT expanded to Coryell County in 2001 and merged with CASA of Bell and Coryell Counties in 2007. However, in 2014, CASA split off as a separate entity. In 2017, the CACCT grew again to include Milam County.
Most recently in 2025, CACCT established a satellite office on Fort Hood, creating the first child advocacy center on a military instillation.
Today, the center serves more than 1,000 children every year, through approximately 10,000 specialized services. The agency budget has grown from $89,000 in 1999 to over $1.5 million in 2026. To date, we have served more than 10,000 children and their families in Bell, Coryell, and Milam County.
Our Services
What We Do — and What We Don’t
We do facilitate case coordination, conduct forensic interviews, provide family advocacy, offer therapeutic services, and deliver prevention education programs.
We don't operate as a general public hotline, emergency responder, or childcare provider. We do not accept walk-ins or self-referrals - all cases begin with a report to CPS or law enforcement.

Our Multi-Disciplinary Team (MDT) Approach
Children should not have to retell their experience over and over. Our approach brings all key partners together — law enforcement, CPS investigators, prosecutors, medical providers, and mental health professionals — to collaborate from start to finish.
The MDT model:
• Reduces trauma for the child by minimizing repeated interviews
• Strengthens communication among agencies
• Supports more effective investigations
• Ensures families receive consistent, coordinated guidance
It’s a model built on trust, shared purpose, and a commitment to protecting children.
